What do you think about Redevelopment Agencies and the impact they may have on California if eliminated?

"Redevelopment is the reinvestment of local incremental property tax dollars back into the community from which they came, under local control, according to a locally approved plan.  This simple statement covers a lot of important ground, however.  “Reinvestment of local property tax dollars” means that funds identified for a redevelopment project can only be spent for the benefit of the redevelopment project area.  “Under local control” means that all of the decision making for how the project’s funds will be spent will be made locally, not in Sacramento or Washington, D.C.  “According to a locally approved plan” refers to the general provisions of the Plan approved by the Jurisdiction and the detailed plans to be developed and approved through the process of local citizen/elected official/staff interaction."

  • It looks like the battle lines have been drawn between Sacramento's desire to reduce the state's budget deficit and local government's desire to protect their redevelopment projects, dollars, and property interests. There have been many good articles in the news about how local jurisdictions have moved quickly to reposition their redevelopment agency property interests to protect them from being raided by Sacramento should the state legislature vote in favor of eliminating redevelopment agencies. I personally applaud how local governments are responding to the situation. It shows how much California's redevelopment dollars have helped support communities across the state. It appears it's going to be a politically charged battle between state and local interests.

    My question is, will $2 billion in savings from eliminating redevelopment agencies be worth the cost of all the lost jobs and lost tax revenues state wide? My feeling is the cost will out way any savings the state my gain in the long run.

  • The Budget Conference Committee yesterday (March 3, 2011) voted in favor of the Governor's proposal to eliminate redevelopment agencies. That language is now in the budget bill that the Legislature will vote on next week.

    It looks like this battle will move to the courts.
